Drug License Registration in Karnataka must match what the business will sell, to whom it will sell and how the premises will operate. A retail pharmacy and a wholesale distributor have different staffing and licence requirements. Kickstart helps organise these decisions before filing.

Ordinary retail and wholesale sale licences are handled by the Karnataka State licensing authority. CDSCO performs specified Central regulatory functions; it is not the routine issuing authority for an ordinary Karnataka medical-store sale licence. Retail, wholesale and other licence categories

Select the forms for the proposed drug categories and activities. A restricted licence is not a substitute for a fully staffed retail pharmacy.

Premises, storage and qualified personnel

The ordinary minimum premises area is 10 square metres for retail or wholesale separately, and 15 square metres for combined retail and wholesale. Check that the actual layout, possession documents and storage arrangements support the proposed activities.

Retail sale requires the appropriate registered-pharmacist supervision during working hours. For wholesale, Rule 64 allows a registered pharmacist, a recognised degree holder with one year’s drug-related experience, or a matriculation/SSLC-qualified person with four years’ drug-related experience, subject to the licensing authority accepting the qualification and experience.

The owner need not personally be the pharmacist or competent person if an eligible person is properly appointed. Refrigeration and other storage arrangements must match the medicines, their labelled conditions and the licence requirements.

Karnataka application and inspection process

Prepare the application for the jurisdictional licensing office through Karnataka’s current online sale-licensing route. The authority may scrutinise the documents, seek clarification and inspect the premises.

1. Identify the retail/wholesale activities and relevant drug categories.
2. Check premises area, storage and pharmacist or competent-person eligibility.
3. Prepare the application records and access the XLN/online sale-licensing account; existing firms should use the appropriate Firm ID.
4. Submit the forms, documents and applicable government payment.
5. Coordinate queries and any inspection; keep original supporting documents available.
6. Check the issued licence, authorised activities and conditions before operating.

Fees and processing expectations

Government fees depend on the licence forms being sought. The Karnataka published fee schedule lists ₹1,500 for the ordinary Forms 20, 20B, 21 and 21B, and ₹500 for listed Schedule X sale forms. Where more than one form is required, confirm the combined amount in the live fee/payment workflow.

Rule 63 retention and ongoing compliance

Do not treat these licences as routine five-year renewals. Under Rule 63, the licence continues unless suspended or cancelled, subject to payment of the retention fee before each successive five-year period. The retention fee equals the relevant grant fee.

For delayed retention payment, the rule provides a late fee of 2% for each month or part of a month, up to six months; beyond that period the licence is deemed cancelled. Plan retention dates and evidence of payment carefully.

Changes in constitution or premises can require fresh-licence planning rather than merely paying retention. Maintain the required pharmacist/competent-person arrangements, storage and sale records throughout operation.
