Basic FSSAI Registration: Scope and Eligibility

This page is the national owner for Basic FSSAI Registration. Registration and a State or Central Licence are different regulatory categories. For new applications made on or after 1 April 2026, the general turnover band for Registration is annual turnover up to ₹1.5 crore. This threshold is not a universal entitlement: the current FoSCoS Kind of Business (KOB) criteria may assign a licence because of the food activity, production or storage capacity, location, institutional status, or another category-specific rule.

A food business should therefore identify its exact KOB before relying on turnover. Importers, e-commerce food businesses, specified export-oriented activities, food businesses at airports or seaports, five-star-and-above hotels, and other centrally controlled categories can require a Central Licence irrespective of the general turnover band. Other activities can be State-licensed under category-specific criteria.

Who May Use Basic FSSAI Registration?

Registration commonly covers eligible petty or small food businesses that fall within the current Registration row for their KOB. Examples may include an eligible home-based food business, petty retailer, hawker, small stall, or small manufacturer, but the example alone does not decide eligibility.

• Turnover check: for most KOB rows, confirm annual turnover is within the Registration band of up to ₹1.5 crore.
• Activity and capacity check: manufacturing, processing, storage, transport, trade, catering, hotel, e-commerce, import, and export categories have different rows.
• Premises check: the permission is tied to the declared food business and premises; do not assume one certificate covers every unit.
• Street vendors: a street vendor already registered under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 may be treated as deemed registered under the 2026 reform. This does not apply to every informal or mobile food business.

Basic Registration, State Licence or Central Licence?

The official document set is KOB-specific. The FoSCoS document checklist for the selected Registration category is the controlling practical source. A Registration application commonly asks for applicant identity and photograph, proof or particulars of the food-business premises, and details of the food activity. Additional declarations or records may apply to the chosen KOB.

How to Apply Through FoSCoS

• Use the FoSCoS eligibility tool and select the exact State, district, premises, KOB and activity.
• Confirm that the result is Registration rather than a State or Central Licence.
• Complete the online Registration application and upload the documents shown for that KOB.
• Pay the government amount displayed by FoSCoS and retain the application reference.
• Respond to any lawful clarification and download the certificate when issued.
• Display the registration number and follow the labelling, hygiene, safety and other conditions that apply to the business.

FSSAI’s March 2026 reform material describes instant Registration and removal of pre-inspection for eligible Registration cases. Post-registration monitoring remains possible under the risk-based inspection and audit framework. Do not treat inspection as a universal pre-approval step or promise a fixed issue time.

Government Fee and Perpetual Validity

The current FoSCoS KOB eligibility matrix displays ₹100 for Registration. The payable amount should still be confirmed in the live application because the KOB and portal calculation control the transaction. Private professional charges, if any, are separate from the government amount.

Under the 2026 framework, an FSSAI Registration remains valid unless suspended, cancelled or surrendered. Routine one-to-five-year renewal language is no longer current. Changes to the business or certificate details still need to follow the applicable modification procedure, and perpetual validity does not remove ongoing hygiene, safety, testing, return, labelling or other duties.
